I'm gonna go ahead and say that is affirmative. Trump never added the qualifier that the Mexican government would directly pay for it, so this in my impartial view would qualify as "Mexico" paying for it

The cartels are the Mexican government.
Of course, the only reason they have this power is because of American consumption of narcotics. I myself am guilty of contributing to this, unfortunately.

Yes Americans certainly accounted for the majority of the sales, but the profits were garnered by a Mexican national. If you sold widgets that, lets say Belgium was the primary consumer, the company, profits, etc.. would be American. So your money would be considered American capital
