Probably US Kids. There's a company called Epec, that will "grow" as the child grows. Once he/she gets to a different height, you can send the clubs to them and they will adjust the length and swingweight accordingly.

US Kids. Just got my son a new longer set for his birthday a couple months back.

US Kids are probably the best, but pricey. I got a Top Flight set with a bag for pretty cheap on Amazon. My kid's only 6, so only needed about 5 clubs. They were half the price of the US Kids set. Make sure you measure his height before ordering any set.

Look for used. Most kids outgrow before they put any significant wear on them. You can grab sets off eBay for pretty cheap at times. I got my son a set of Tour Edge and they were fine. He’s not a prodigy though.

I know a lot about this subject. USkids clubs are amazing. People get bored and try other brands but USKids are simply the best on the market.
The Top Flight clubs at Dicks are awful! The Cobra Jr clubs are the equivalent of a shinny new Walmart bike.
Ping junior sets are solid but I don’t like their woods.
Calway are needlessly heavy.

US Kids is the best choice.
Proper length is easy to fit, by height
Small Grips
Very flexible shafts
Weight is perfect
Inexpensive
Stay away from Dick's/Academy options, very heavy, will affect your child's motion for years.

I looked into US kids golf. Had few single clubs of theirs they played with but I bought my oldest a set of Cobra and my middle a set of Callaway. They wanted them instead of us kids golf.
Edit... Didn't really notice a difference either way from the brands. They played cheaper sets to start with.
