If "Neighborhood Watch" entails folks in two vehicles following a guy jogging up and down a neighborhood street, and bumping him with their truck a couple of times. Then trapping him between the two vehicles, going after him with a shotgun, and blasting hime 2-3 times him, I guess they are neutered.
OTOH, if "Neighborhood Watch" encompasses neighbors watching for signs of theft and/or vandalism on each other's property, and reporting suspicious activity to the police, Neighborhood Watches are alive and well.
