Not only judgement calls, but some of them, like horizontal gaze nystagmus, are impossible to refute even with BWC video. And even if the tests are conducted perfectly by the officer (they never are) in perfect laboratory settings (obviously not) and every single "clue" is present, SFST have astronomically high false positive rates, the the tune of 28%.

They are voodoo. Never do them. Ever. Even if, and especially if, dead sober.
