it means they are going to come up with votes POST-ELECTION and there is nothing we can do about it

Norfolk is solid Dem. But there aren’t 60k votes in the whole county, IMO. They had 52k votes in 2017. 75% Dem.

So if there’s 28k votes out in Norfolk, that would be a roughly 20k pickup for McAuliffe.
