Because most of us are individualistic instead of collectivist. So our natural reaction is to just fly under the radar while doing what we think is right. I think that's why the only community that has a significant unvaxxed population that is standing up is the black community. They are far more collectivist than your unvaxxed Conservatives and libertarians.

The other part of this is most unvaxxed don't want to bring attention to themselves and explain to the countless lemmings that they're not buying the propaganda they're selling.
