I seriously think a 501c3 could be set up. It would take money raised (in legal ways) and offer to pay anyone:
Their full airfare
Their first month's rent on a place in new country
It would require that they renounce their US citizenship as mentioned HERE.
I really think many liberals would take this up.

Throw a single $20,000 cash payment to go with it and you'll probably get plenty of takers.
