No. One could actually take the FAA at their word and not assume anything. The FAA stated that "the move was for 'special security reasons' to prevent 'drones interfering with law enforcement flights on the border'", per the DailyMail article linked.
Some of you are ignoring the fact that issuing a TFR to restrict drone flights does nothing to prevent a news helicopter from shooting aerial footage of the situation. Now, if the TFR was issued for all air craft other than law enforcement, I would jump on board this conspiracy theory in a heartbeat. So far, I've seen nothing to indicate that that is the case...but I'm open to new information if someone has it.
