That’s standard procedure in EBR. It flies down the water and allows silt to build up. That way thd weeds have time to root and grow. As the weeds grow more trash and silt collects and then you get a curb inlet functions at 25% capacity.
I think there’s a detail of how to do it on every EBR road project.
