That's always been the definition of fully vaccinated though.

I take no issue with that as that has always been the definition for being fully vaccinated. I do take issue with there not being a "partially vaccinated" category to put these people in though.
Having said that, I also would like to know exactly how many deaths are occurring in this 14 day window that are being counted as unvaccinated.
