Well this is what I received back from FEMA. I am not sure I want to put together all the documentation they are asking. Applied for personal assistence, chainsaw and generator....A lot more than no income limits and bought by 25 September. Should have guessed there would be conditions up the wazoo.

FEMA’s records indicate you may have purchased or rented items (such as dehumidifier, chainsaw, etc.) to assist
with clean-up after the disaster, or to power medically-required equipment. To consider your request, additional
information is needed.
Please provide the following information within 21 days of the date of this letter:
? A signed and written explanation of why you needed to rent or purchase the equipment as a result of
the disaster.
? An itemized receipt for purchase or an equipment rental agreement for the item.
? A copy of all insurance settlement letters. If you do not have insurance, please include an explanation of
your lack of insurance coverage in your signed and written explanation.
? Proof you lived in the damaged home at the time of the disaster with a copy of one of the following:
? Valid (non-expired) driver’s license, state-issued identification card, or voter registration cardfor you or your
co-applicant that includes the damaged home address, was issued and dated before the disaster began, and was
current (not expired) at the time of the disaster.
? Lease or housing agreement that includes the following:
? your name or your co-applicant’s name;
? the landlord’s name and contact information;
? the damaged home address;
? dates demonstrating the lease was current/in effect at the time of the disaster;
? signed by you or the co-applicant; and
? landlord’s signature, if available.
? Rent receipt or bank statement (with image of the cancelled rent check) that includes your name or your
co-applicant’s name, the damaged home address, the landlord’s name and contact information, and
dated within a year before the disaster began or if the document is dated after the disaster it must clearly
state that you or the co-applicant lived in the damaged home at the time of the disaster.
? Utility bill that includes your name or your co-applicant’s name, the damaged home address, proof of
pre-disaster usage, and dated within a year before the disaster began or if the document is dated after
the disaster it must clearly state that you or the co-applicant lived in the damaged home at the time of
the disaster.
? Other bills (such as credit card or cell phone bill) that includes your name or your co-applicant’s name,
the damaged home address, and dated within a year before the disaster began or if the document is
dated after the disaster it must clearly state that you or the co-applicant lived in the damaged home at
the time of the disaster.
? Employer’s document, pay stubs or similar documents received before the disaster, or a letter or other
written statement from an employer prepared after the disaster that includes your name or your
co-applicant’s name, the damaged home address, the name and contact information of the individual or
organization providing verification, and dated within a year before the disaster began or if the document
is dated after the disaster it must clearly state that you or the co-applicant lived in the damaged home at
the time of the disaster.
? Documents from a social service organization, state or federal agency, local official, or school that
you received before the disaster, or a letter or other written statement prepared after the disaster than
includes:
? your name or your co-applicant’s name;
? the damaged home address;
? a statement verifying that you or your co-applicant lived in the home at the time of the disaster;
? the name and contact information of the individual or organization providing verification; and
? dated within a year before the disaster began or if the document is dated after the disaster it must
clearly state that you or the co-applicant lived in the damaged home at the time of the disaster.
? Valid motor vehicle registration that includes your name or your co-applicant’s name, the damaged
home address, and dated within a year before the disaster began or if the document is dated after the
disaster it must clearly state that you or the co-applicant lived in the damaged home at the time of the
disaster.
? Signed letter (or other written statement) from the mobile home park owner or manager that includes
your name or your co-applicant’s name, the damaged home address, an explanation that you or your
co-applicant lived in the home at the time of the disaster, and the name and contact information of the
individual providing verification. The document must be dated within the period of assistance, which is
18 months from the date the disaster was declared.
? Affidavits of residency or other court document proving you or your co-applicant lived at the damaged
home address at the time of the disaster. The document must be dated within a year before the disaster
began or if the document is dated after the disaster it must clearly state that you or the co-applicant
lived in the damaged home at the time of the disaster.
? For Generators, provide all the above requested information and:
? proof of power outage (such as statement from the utility company showing the dates when the utility was out
as result of the disaster);
? proof the generator was purchased or rented to power a medically-required appliance, or equipment required for
life-sustaining purposes; and,
? a letter from your medical provider explaining you or a household member has a medical need for the
medically-required appliance or equipment.
All documents, receipts, bills, and/or estimates must include contact information for the service provider, allowing
FEMA to verify the information.

I was turned down for my chainsaw request. Albeit I actually had to buy one to remove the large trees from the yard.
