My belief is that if we had had years to develop these, the outcome for a regimen would have been something like "it's a total of 3 shots, 9-13 months apart".

We do have a lot to learn. However, there still is basically no argument at all that the vaccines have been a net benefit to the vaccinated. I suppose you could make a cost-per-shot inquiry to see if those gains were worth it, but I would imagine those absolute dollars pale in comparison to all the "stimulus" money.

Poor immunity duration is more "science" bullshite. Duration remains to be seen. "Poor immunity" emanates from increased transmissibility of variants and decreased vax efficacy addressing them. The Pfizer CEO was hawking frequent boosters nearly from day one. It looked slimy. Moderna, AZ, and J&J were not.
