Prop Slip calculator indicates yours to be 18%. That is rather high.
I had a similar issue that I was never able to fully resolve.
A couple things that did help reduce slip:
Prop with less pitch
Eliminated an EZ Pump (live well) pick up from directly in front of the prop. I believe this device aerated the water in front of the prop, killing the props efficiency.
