So you've effectively written two paragraphs that are completely subjective, ignored that Southern Democrats were hardly representative of most Democrats, and then ignored that in absolute numbers, it was the Democrats that passed the bill (as Democrats controlled both the Senate and the House).
Democrats had a supermajority in both the House and the Senate.

And with all their numerical advantage, it would have failed without the real heroes led by Dirkson - who, by the way, had been pursuing this fight long before the national democrats found out that they had to resort to mindless propaganda for future success, and needed an uneducated, irresponsible block of unthinking votes to do it.
I think it is amusing that Robert Byrd became the "conscience of the Senate" and was lauded by Biden himself (who had a great fondness for ALL the racist southern Democrats) and the saintly Hillary Clinton (just an evil soul)
