It could be Fëanor, but Fëanor is largely associated with darkness outside of his creation of the Silmarils. Fëanor was extremely unapologetic for who he was and wasn’t much of a deceiver. I could see that being Morgoth, and definitely Galadriel, but I don’t see that being Feanor’s attire.

Looking further at this image, I think it can't be one of the original 3 (Finwe, Elwe or Ingwe) to come: there are swan ships at the harbor. Looks like the city of Tirion.

Pictures like this usually don't have 'random nobodies' in them, so I'm assuming the figure is someone significant.

Galadriel makes a lot of sense, but I don't think this is a female; look at the shoulders and neck, and the boots etc. It's a male, just my opinion.

Feanor had dark hair, so I think that's a no-go. Maybe Finwe, looking upon Tirion from Formenos (where Feanor had been staying after exile?)
