Hospitals WANT beds to be at full capacity
Sure, but that also means they don't have any incentive to built out more space that will only be used every once in a while.
Plus... you have to staff those new bed spaces. Someone said that were like 30,000 healthcare positions open in the state. I'm sure a good chunk of those are in hospitals.
