Because its illegal. You start being a total dick to the guy with no verifiable reason to do so and you're gonna have way bigger problems than thinking someone might shoot across the line. Sounds like you have "i own more land than you" complex. If you KNOW the guy is a frickhead then yea, go ahead and make his life as difficult as you can. Otherwise, you're making a situation out of nothing.
