It seems to be that the employer can ask if you are vaccinated without violating Hippa rules, but needs your permission to get the actual record from your healthcare provider. My strategy is to just claim I am transvaccinated.

No HIPPA implication there.

It’s your healthcare provider that needs your permission to release the records. Your employer may collect the form, but you are releasing your provider.
