When an active shooter stops firing rounds, is he then considered an inactive shooter? The inactive shooter is running from the police on 7th street now. Right now he's an inactive shooter. We'll let you know if he starts firing again and turns into an active shooter again.

"active shooter" has always made me shake my head.

I guess all you baws that love to carry all the time are "inactive shooters".
