Probably.
That point is right about the normal closures of all the high paved passes, and I wouldn't be keen to take on any of the non-paved ones by that point.
October isn't really the month I'd be looking to visit, at least in the high terrain.

Overall I agree. Last year October was awesome though, limited wildfire smoke and the hikes were significantly more empty. Barely saw anyone on well known hikes. You have to be prepared for worse weather and pick the locations of your hikes wisely and hope that the mountains haven’t started getting snowed in... but October was my favorite month to hike last year!
