This only gets solved when the P5 teams break away from the NCAA and form their own league with a commissioner - who will act in the best interest of the sport. That will allow reshuffling of conferences/divisions to take into account geography and rivalries.

It already is. When was the last time a team from the SEC or Ohio State or Clemson ( Deep South, South Carolina) has really competed since 2006? In order for this to even remotely work into the future, you need someone from west of Norman to make a serious run at a National Championship and someplace up north other than Columbus.
