It is perfectly legal in most places for a private company to ask for mandatory vaccinations (with some notable exceptions).
The only thing they are subjecting themselves to is a possible Worker's Comp case on the extremely off chance that the vaccine does have an adverse effect.

It absolutely is.
The only issue would be the "Voluntary resignation", I think the courts would say this was a termination, but I'm not a lawyer so who knows.
Regardless what you call it, the result is the same.
