It is all because of police unions.
The local politicians are so beholden to the police unions because of what a "supported by XXXX police" endorsement means, that they will never put any kind of pressure on the unions. Consequently, the unions make sure they kept the dues flowing in at a high level by making sure it is all but impossible to fire a cop. Consequently the few bad cops act with impunity and the ire and vitriol caused by their actions carry over to affecting the good cops.
Weaken the unions, get rid of the bad cops, and all will be right in the world.

Have you not been paying attention the past year? They don't have to "fire a cop", they are quitting or retiring in record numbers in cities across the country. Your union hypothesis doesn't hold water when those unions can't even keep cops on the job.
