Yes, and because they need some tournament competition ahead of the World Cup since they aren't in qualifying.

Gold Cup and even the Copa America have invited teams outside of the confederations pretty routinely over the years.
USA played in Copa America in 2007 and one of its more famous Gold Cup wins was over Brazil who CONCACAF invited.
I actually like the fact that Qatar is in it because they brought largely the same team that won the Asian Cup two years ago. It's better potential competition for us than US Virgin Islands or Antigua and Barbuda.

I know the Gold Cup used to have guest teams from other confederations, but it’s been a while.
Qatar has a good chance to win that group.
