I don’t normally honk at anyone unless it’s obvious that they aren’t paying attention - e.g. I can see them looking straight down, talking to a passenger, etc.

That being said, the person who blows their horn immediately is way less annoying (and less common) then the person who takes 3+ seconds to move after the light turns green because they are looking at their phone.

Two trends I’ve noticed over the past few years:
1. There’s less time to get through turn signals. I don’t know if this is a function of traffic light optimization or what, but it seems like there are a ton of turn signals in BR that stay green JUST long enough for everyone in line to get through it - if they are paying attention.
2. People are more nonchalant about their lack of attentiveness. In the past, when someone looked up from their phone and realized the light was green they would at least haul arse to GTFO of the way. Now they look up, let off the brake, and CONTINUE to look at their phone as they coast through the turn at 5 mph.

It’s infuriating to get stuck at red lights 2-3 times every day purely because people are inconsiderate assholes who don’t think they need to bother to DRIVE while they are.. erm, driving.
