As for Loki, not sure where we're going here. General rule of thumb seems to be, don't introduce a MAJOR character in a series, wait for a movie. But we don't know if Disney is actually following that model.

Pretty sure that went out the window the moment they came up with Disney Plus.
Has it? Wandavision, everyone was speculating about Mephisto, and it turned out Wanda was actually the big villain. We got a couple peripheral characters in Agatha Harkness and whoever the black chick was; and we got SWORD and an evil bureaucrat (who's taken down).

We follow with Falcon and Winter Soldier- despite being governmental in nature, no mention of SWORD even along the edges. Zemo was reintroduced, but he was already in play after Age of Ultron, he just got used again. We got US Agent and black Cap, another set of peripheral players; and "the power broker", also not a big-time baddie. You'd think with Zemo and the Eastern European angle, Dr Doom and Latveria might be an option (especially with Wakanda being somewhat involved), but they strayed away from that.

Now, we have Loki, with the TVA and the Enchantress introduced. Certainly seems like Kang would be the obvious guy to look at (having Ravonna makes that clear). But he'd be the first real villain that could span several movies, out of all this so far. I don't count the Power Broker, although she might be squared off against the Falcon going forward.

Bucky and Captain Black Falcon was supposed to come out before Wandavision, so Sword wasn't necessary to mention.

I have a feeling that, despite claims by Disney, the D+MCU series will still go the Agents of Shield route... They will be official, but not necessary. It hurts the movie brand if you are required to watch a series on a premium service to understand what is going on.

How on earth do you watch wandavision and see Wanda as the big bad?

It’s like watching karate kid and thinking Daniel is the antagonist
