The cap was designed for British swimmer Alice Dearing. Correction - not designed for her, but she partnered with the maker of it. Here is a picture of her. Seems her hair is already pretty short, just coarse and thick.

And here's article about her and her addressing the issue. She seems to be taking it mostly in stride.

Again, this is fixable in a way that fits within the standards of the sport. It's not a white/black thing...it's a hairstyle thing.

FWIW, again, without looking into it...maybe the IOC of whatever has not had time to test these caps versus others to determine if there is anything about them that gives the swimmer an advantage. Think bike helmets that are tear drop shaped...

I'm not a swimmer, but I seem to recall a few years ago there being a push for swimmers to wear full bodied suits that had some texture on it, and eventually they outlawed that and now only allow suits to the knees and no full arms?

Point is, before there is an automatic assumption that this is whitey trying to keep black swimmers out of the pool and back into the creeks where they hopefully drown, just MAYBE it has something to do with the equipment which is constantly under scrutiny in the sport.
