He very much was. The point of the poster saying that is that Simmons was more than talented enough and likely would have been the overall #1 pick straight out of high school to the NBA if the 1 year rule didn't exist. G-League (pretty sure it was still called the D-League then) was not then what it is now, so that was not a realistic possibility for him either.
