I've noticed some houses in my neighborhood don't have powerlines running in front them so I'm assuming they were buried. We already have the lines buried from the street to our house but I'd like to bury the ones that run along the street in front of our house. Is this something the electrical company would have to do or could I hire a contractor. Anyone know about what that would cost?

No one but the utility company (power, phone, cable, water, sewer, gas etc.) or the contractors hired by the utility company can replace their wires, cables, pipes, etc. except past the demarcation point of the utility on the customer's side. So you will definitely need to contact your power company and let them either give you a price or deny your request.

Sounds ridiculously expensive if they would even do it.

Georgia Power charged me $1000 at my new construction to go underground from the pole. It was probably 150ft. No idea what they'd do for an existing line, though.

Your location is listed as New Orleans. In the city of New Orleans, there is VERY little in the way of subsurface power (and other "line") utilities. It would have to be very new construction; they have mandated underground utilities for all new subdivision construction since at least the late 1990s.

It may be like many places in Metairie, New Orleans, and all around the country, where the power, phone and cable lines run along the back property lines of each block on rear servitudes in back yards.

If there IS underground power, you will see a LOT of transformer boxes just inside of thee sidewalk, on a front yard servitude.

This drawing from a project in Florida provides a schematic of each:

call them and report the cost back. I'd say for your front yard, about $15k

He’s not talking about just power from the pole though. Seems like he’s talking about all utility lines that run across the front of his house from what I understood.

If he has aerial power going across his property plus the adjacent neighbors on both sides, burying just on his property would require new support guy wires on both poles. Somebody is not going to be happy about those.

I'm in new construction right now and from experience I can tell you it would be upwards of $10 a linear foot. The required 3'' conduit cost around $6 a linear foot. Just for some insight....
