Part of the issue is that the “forgiveness” was greater than 100% of loan value. In other words, black farmers were not only getting their loans paid off, they were receiving cash in hand.
The major part of the issue is that this was wrapped up in the COVID relief bill, of which less than 2% actually went to COVID relief
