Would what he did be considered a war crime if it had been perpetrated by an enemy? Sure.
Does it matter? Not really.
The further we get away from an event the less emotional impact it has and the more objectively we can discuss it. That’s one of the things that makes history fascinating. We can praise the tactics of Cyrus or Caesar, Ghengis or Gustavus without the pesky subjectivity creeping in.

So if people think Bomber Harris was a war criminal then what does that make Curtis LeMay? LeMay made Harris look like a choir boy and thank the lord for it. Our enemies showed us no mercy so why should we to them? Both of those men should be honored for what they did.
