First, it does actually depend WHY you are in favor. Hence the issue with all of these. It is an interior conversation and understanding.

You keep trying to draw this meaningless distinction.
Biden does not just support it as some nonsensical aspect of freedom. To say he personally opposes it but doesn't want to restrict it is asinine. He supports the government funding it. That is proactive.
