So i added the firewall rules but not sure if they were needed or not because i already had the rule for LAN to IoT in place. However, I did finally catch the last paragraph the third time i read that post Kork linked...let camera adopt, change Port Profile for network assignment, reboot camera, add static IP if needed. All worked fine and was able to kill PoE to help the camera reboot process doing this remotely.
