Violations of AR 600-20 while disciplining others for the same?

The easiest way to remove him is a finding of "toxic climate".

My starting point for the sake of this discussion is that his Chain of Command has no desire to either remove him from command or otherwise issue him an OER with any adverse information arising out of this incident. My starting point is that his chain of command wants to protect him and keep him in place, because that is my own guess WRT what they are thinking. It's just a guess.

If we begin this analysis from the Start Point that his Chain of Command wants to remove him from command, then, the analysis is different.

I'm not analyzing these two separate courses of action here, just the one.

How does his Chain of Command reach the desired End State, if somebody in this Officer's command generates an IG complaint or a Congressional?

In other words, if I am this Officer's commander and I told you "I've reviewed the facts and my decision is to take no action against this Officer. What do I need to do to make that happen, now that I've got this IG complaint and Congressional to deal with?".

I'm not trying to "grill" you, I'm just trying to get more insight WRT how this will play out. I think that this is the best "test case" that we're likely to get WRT guessing the trajectory of the US Army in 2021 and forward.

How do you help this commander make his intent a reality?
