I think the process must be conducted by the States themselves in order for the US Congress to be forced to act.

That produces quite an issue for Democrats. Because if Arizona proves that more than 10,457 votes are fraudulent, and Democrats ignore that, the people will not forget next election. Proving fraud would decimate Democrats nationwide.
