I sit at it multiple times a week, it definitely opens when a boat isn't needing to pass.

They changed this so that is doesn't open from 4pm-6pm. Still opens every 30mins the rest of the time.

Perhaps you just can't see the boat passing or they are doing some sort of test. Living here for ~30 years I'm pretty certain it is only if there is a boat needing to pass. Or I could just be dead wrong and have lived a lie to myself for decades.
