The propane tanks were far enough away that he wasn't going to kill anyone IIRC. The shooting at cops I see as more of a deterrent. I am willing to bet, as smart as he seemed to be, if he had really wanted to kill a cop then he could have. He had the tactical advantage to take his time and line up his shots.

Enjoyable story about this insane man aside...I'm sure most people who shoot at cops claim it was a deterrent, likely to stop the cops from stopping them from whatever criminal activity they are engaged in.
