re: College football programs that, while not elite, always seem to play fundamentally sound?

Recently, this is probably right. Wisconsin has been to the B1G Championship six times to Iowa's one and they've almost doubled the number of 10+ win seasons since 2000.
That said, I do think Iowa can be included on any of these lists of developmental programs that are disciplined - they have good play in the trenches, control the clock and don't commit many penalties. You know what you'll get with Kirk Ferentz teams - 7-8 wins and a 10+ win season, on average, every 3-4 years. However, since that run in 2002-04, it has been closer to every 5-6 years.
Sure. Wisconsin just does it better.
You can probably throw Notre Dame into the mix; however, while not in the Alabama, Clemson, Ohio State, LSU, Oklahoma category, they've been a Top 10 program for a while, imo.

People shite on ND (and with some good reason) but I will say Kelly has gotten them to be a lot stronger in the trenches over the last few years. Their D has also been a pretty disciplined unit for the most part.

Lol yeah I was really just going for the "while not elite" part

Tommy Tuberville's Auburn teams. Very good OL and DL. Ran the ball, stopped the run, and won a lot of games while never respected as being in the "elite" club.
I agree with this.
to me their biggest disappointment was the 2003 season.
even then they finished 8-5 with one of those losses to USC which was at home was significantly worse cause they got shut out while they had fared way better the year before in L.A. but still lost.
and then go figure, they go undefeated the next season.

The last one being a 2018 Outback Bowl win against Mississippi State.
That's the one where we held them to negative rushing yards and lost. Thanks again Moorhead.
