The last I saw was it was "recommended" by the NCAA. It wasn't a mandate. Has that changed?

I get what you are saying but this Covid bullshite and fairness is why the haves in D1 put a hold on recruiting and kept all the other D1 programs from recruiting off campus for a year, while D2, D3, NAIA, and JUCO have been recruiting their asses off...
