FEMA rule only effect those in the 100 year flood zone (Zone AE or lower) and the 16 floor did 50% or more damage to the house.
Parish can waive the rule, but if they do, then FEMA flood rates within said parish will go up for all who purchase flood insurance. ALL, even those who did not flood in 16 but are required to purchase flood insurance. Think of it as the insurance risk rating changing.

Sounds like 1800 homes are now impossible to sell.
