Things are not much different today than the 60s, contractors designed and built the hardware based on NASA guidelines, but instead of SpaceX and Blue Origin it was Lockeed, Grumman, Boeing, Etc. They difference today is the amount of federal money that gets budgeted for space programs.

SpaceX is literally already testing the vehicle that will take them to the moon and beyond. BO hasn’t even been able to launch it’s orbital class stuff yet.
