I only have watched Law and Order but I think you're wrong here. In terms of how the DA is solely responsible for the charges brought to trial that is.

DA has the power to modify the booking charge correct? Will Williams do that? Probably not.
Edit: had this been a white man attacking and killing a black woman, the charge would have been murder.
