It would require a new parish ordinance IIRC.
There are only a very limited number of strip clubs in BR and the legislation limits them to those specific addresses, which is probably the main reason why The Earl is now gone but the titty bar on the outskirts of the property remains.
Main reason I know is that a friend runs a music venue in town and he’s had to shut things down and kick the band off stage because they were doing shite that would have gotten the venue in trouble because they aren’t licensed for that.
