The problem is it not very hard to believe that this would be a next step in the Green Deal framework. Impossible to guess what is real and isn't sometimes.

even if you wanted to point to The New Green Deal as evidence of this belief, the Green Deal only ever discusses reducing the footprint of large cattle farms, not personal consumption

This right here, I don't remember hearing about replacing every lead pipe in the United States during his campaign.
