Not sure why no American professional leagues have adopted this. Would make for more teams and more local pride.
If you did this based on the BCS era alone, UCLA and Nebraska (and probably Michigan) would have already been dropped for teams like Iowa, Stanford, VA Tech and Washington.

Washington is a better historical program than UCLA, and they have a more recent National Championship.
