Definitely, the shadows on her are too strong, the feet don't look like hers, the head size and angle are wrong, the hair edge in the back is overlapping something else.
Not horrible work, but not good either.

The coat around the area of her hands is purple/wine colored while the rest of the suit is bluish and the shoulders on the 2 coats don't match up.
This "administration" is a disgrace either way.
No photoshopping that away, sadly.
