It’s not actually a matter of choice. A 12-year old cannot legally get a vaccine until the FDA authorizes one for anyone under 16.

I think this is ultimately not COVID lunacy. The obvious reason for announcing a policy that cannot physically be met by anyone and subsequently refusing to pay back deposits like a normal organization in good faith is that they are imminently insolvent and simply cannot cough the cash up. COVID gave them temporary cover.
