So say you are in an area that is 10 foot deep, is the setup a line tied to the concrete that is roughly 12' deep tied to a float and then you tie a circle hook roughly 4 feet down from the float?

Yep, weight line that reaches the bottom then put a hook suspended. I just tie a loop on the main weight line and piggyback a hook line onto that
