They actually did somewhat but Beshear sued them saying it stripped him of his constitutional powers and a Judge put an injunction on the bill because is "is likely to undermine, or even cripple, the effectiveness of public health measures necessary to protect the lives and health of Kentuckians from the COVID-19 pandemic."
The bill only said the governor's emergency orders expired after 30 days unless extended by the legislature.

This is why constitutions... and the law in general... doesn't really matter. You can always find a judge that will shamelessly wipe his arse with your constitution. And until we're willing to tar and feather such people again, this will continue to be the case.
