The younger dog (that did the biting) was a rescue. Rescues often have socialization problems. Once the problem became clear, it was foolish to bring that poor pup back into such a stressful environment.

I'm unfamiliar with this, as I've never gotten a used dog.

Rescue the poor pup from its owner. Then it will settle down.
